INTRODUCTION.
This position is located in the Defense Security Cooperation Agency (DSCA), Information Management and Technology Directorate (IM&T), Policy and Planning Division (PPD), Project Management Branch (PMB).

DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation (SC) enterprise in its efforts to train, educate, advise, and equip foreign partners .

DSCA administers SC programs that support U.S. policy interests and objectives identified by the White House, Department of Defense (DoD), and Department of State (DoS). These objectives include developing specific partner capabilities, building alliances and partnerships, and facilitating U.S. access.

DSCA integrates SC activities in support of a whole-of-government approach; provides execution guidance to DoD entities that implement SC programs; exercises financial and program management for the Foreign Military Sales (FMS) system and many other SC programs; and educates and provides for the long-term development of the SC workforce.

IM&T provides oversight of Information Technology (IT) mission systems, services, acquisitions, and investments to efficiently enable the DSCA mission and ensure conformance with DoD IT policies and regulations.

The Policy and Planning Division develops strategic and policy guidance for IM&T, its partners and the SC Enterprise in accordance with requirements established by DoD.

MAJOR DUTIES.
POLICY AND PROGRAM DEVELOPMENT/MANAGEMENT. Incumbent is responsible for overseeing the management of various Automated Information Systems (AIS) including their scopes, resources (human, financial, contract, physical), schedule, quality, performance, requirements, risks, information assurance, marketing, process improvement, customer support, reporting, enterprise architecture and methods required to achieve the worldwide Security Assistance (SA) support mission.

Responsible for working with acquisition officials for the development and execution of an acquisition plan to support project development and sustainment which includes procurement of hardware and software to support assigned AIS.

Facilitates business process reviews and standardization/re-engineering reviews prior to the development or enhancement of supporting information systems. Evaluates the effectiveness and efficiency of AIS in supporting SA programs. Considers the impact on State Department, DSCA, MILDEPs, Defense Logistics Agency (DLA), Defense Finance and Accounting Service (DFAS), Combatant Commanders, Joint Staff and other customers in terms of cost, risk, return on investment, and customer support.

Works closely with Information Assurance Cybersecurity team to ensure assigned AIS adheres to DoD and DSCA cybersecurity policies. Develops policies and plans in consideration of new or revised policy and procedural criteria, current and long-range objectives, budgetary limitations and other new requirements.

INFORMATION SYSTEM ANALYSIS. Monitors execution of assigned AIS in support of SA information system applications, isolates system deficiencies, and initiates system improvements to resolve problems and deficiencies.

INTERFACE/LIASON. Acts as a liaison with the State Department, DSCA, MILDEPs, DLA, DFAS, SCES, Combatant Commanders, Joint Staff, other government agencies, and private industry for the assigned functional and technical areas. Communicates with staff, stakeholders, MILDEPs, and DSCA management about requirements, progress, resource needs, schedules, etc. This may require making presentations in program reviews, on site visits, briefings, and in meetings.

KNOWLEDGE REQUIRED BY THE POSITION:
Expert knowledge of and skill in applying advanced IT principles, concepts, methods, standards, and practices to support SA business community, including the MILDEPs, DLA, DFAS, and foreign customers to lead functional and technical design, development, enhancement and maintenance of SA systems, any replacement or successor systems, and related systems.

Knowledge of large-scale systems development and maintenance concepts (requirements determination, analysis, design, databases, construction, testing, data conversion, interfaces, data center operations, telecommunications, training, configuration management and implementation), principles, procedures, and standards to lead in the determination of the best solution to develop and manage elements of SA information system support in the timeframe required.

Knowledge of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.

Knowledge and understanding of basic statistical, quantitative, qualitative, accounting and budgeting practices, and of economic principles and techniques to measure the effectiveness and efficiency of SA information systems.

Skill in management (e.g., accomplishing goals within available human, funding and time resources; being able to lead groups), administration (e.g., developing large, complex schedules), analysis (e.g., reviewing policies and business processes, conceptualizing innovative re- engineering solutions, and reconciling diverse viewpoints) and communication (e.g., articulating problems and proposals, both orally and in writing).

OTHER CONDITIONS OF EMPLOYMENT:
This position is designated as a Testing Designated Position (TDP) under the civilian Drug-Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The employee must sign statements acknowledging the position is identified as a TDP.

The employee must be able to obtain and maintain appropriate Secret security clearance.

The employee may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.

Work may require travel away from the normal duty station on military or commercial aircraft.

The employee must be a US citizen

Pay: $118,481.00 - $154,022.00 per year
