A Bachelor’s degree and at least five to ten years of relevant experience. A Master’s degree in Public Administration or Business Administration is a plus.

Duties Description
STANDARD DUTIES:

The NYSDOL Special Assistant in Worker Protection will collaborate and support the Deputy and Associate Commissioners and oversee a new Administration Unit to help re-imagine the way work is done by driving innovation and directing change management throughout the division. Through collaboration with senior management, and with specific focus on Public Employee Safety and Health (PESH) Bureau, the Special Assistant will collaborate with other NYSDOL divisions, the EDGE Training Office and Business Advocacy to organize and prioritize critical issues and facilitate change. The incumbent will ensure division projects and executive initiatives are prioritized and successfully accomplished within required timeframes. The candidate will have experience developing communication and outreach plans to inform staff and customers of laws, regulations and new initiatives that protect workers in New York State. The ideal candidate will have proven experience in supporting senior executives at the highest levels of New York State government, with a special focus on executive-level advising, strategic planning, leadership development, communication, policy and procedure development, and interdepartmental collaboration. The ideal candidate will have experience developing and implementing strategic plans to drive organizational performance and succession planning.

  • Develop and supervise the new Administration and Operations Unit in Worker Protection that includes:
o Staff who will ensure performance programs, evaluations and hiring are consistent and completed timely.
o The Worker Protection Training Liaison will collaborate with EDGE to update and enhance training resources for the division that includes a comprehensive approach to professional development; lead monthly training for staff on various topics (e.g., how to do investigations, how to work with witnesses, proper case documentation, safety & health issues).
o Audit point of contact for Worker Protection, who will review Worker Protection audit findings, ensure internal policies, practices and procedures are updated and compliant with audit reports. Staff will develop and oversee solutions for program improvement across the division.
  • Work with Communications to increase public and DOL employee awareness of various Worker Protection areas through development of a comprehensive marketing communication plan and targeted newsletters.
  • Identify barriers to the success of programs and propose solutions to leadership for implementation across the division.
  • Lead organizational change projects identified by senior leadership in Worker Protection.
  • Identify opportunities to improve the operation and administration of OSHA State Plans. by looking at processes and developing implementation strategies and procedures, while providing ways to improve service delivery to DOL customers.
  • Develop and maintain partnerships with internal and external stakeholders.
  • Perform research and analysis for Worker Protection division and develop short-and long-term project goals and prepare reports for use by executive management.
  • Take the lead on Managing and Protect Worker Rights MPWR and provide technical assistance to businesses and troubleshoot issues.
  • Serve as a senior advisor to executive management on projects and programs and provide status updates.
  • Other duties as assigned.
