What would I do?

The Proposal Manager will manage and develop large and complex proposals for clients including federal, state and local governments, potentially involving joint ventures and material prime/subcontractor relationships. They will partner with internal business line leaders, subject matter experts, sales staff, and technical support staff to develop and document unique solutions for each opportunity. You will be expected to not only structure proposal and gather relevant information from others, but to write original content and develop supporting graphics, owning completion of proposals that accurately and persuasively reflect the firm’s positioning customized to each particular opportunity.

A typical day will consist of the following:

  • Manage RFQ/RFP responses as projects, including setting and maintaining timelines for successful delivery of proposals.
  • Manage multiple proposals simultaneously.
  • Perform copy editing, proofreading, and formatting of all proposal content to produce timely, clear, accurate, creative, and professional documents and submittals.
  • Assess the solicitation and other proposal elements to determine the appropriate proposal schedule to meet requirements.
  • Experience in and solid understanding of federal government contracting and AEC procurement processes.
  • Develop themes and discriminators, incorporating them into the capture strategy and capture planning documents.
  • Conduct milestone readiness reviews to assess proposal readiness for color team reviews, if appropriate.
  • Coordinate final review with Contracts for Federal Solutions sign-off at the appropriate level.
  • Facilitate the use of various proposal tools, work products, and techniques to create winning proposals that fully execute the win strategy.

What experience or qualifications do I need to be considered?

Required Qualifications:

  • A Bachelor’s degree in Business Management, Marketing or related field plus 10 years of experience with various government contracts and their technical requirements.
  • Experience within the AEC industry (Environmental) with federal government proposals, SF 330s, and multi-volume is required.
  • Proficiency with IDIQ, MATOC, SATOC, and/or task order proposals.
  • Ability to manage the development of successful proposals.
  • Working knowledge of all types of government contracts and their technical requirements.
  • Proficiency with Adobe Creative Suite.
  • Advanced knowledge of Microsoft Office products.
  • Ability to identify alternative solutions, conclusions or approaches to problems.
  • Ability to prioritize work and successfully meet deadlines in a fast-paced environment.
  • Relationship building, flexibility, adaptability, and persistence are key competencies for success in this role.
  • Excellent communication skills and can relate to individuals at all levels within the organization.
