Duties
The incumbent may be required to travel up to 50% of the time and stay on-site at various installations for extended periods of time to provide coverage for gapped positions, new mission requirements, and as part of a continuous/scheduled rotational support to Camp Lemonnier, Djibouti (CLDJ). Installation support may require travel to remote and austere locations.
Provides Sexual Assault Response and Victim Advocacy in locations where installation SARC billets are either gapped or under-staffed or for new mission requirements, and for continual rotational support to CLDJ.
Communicates directly with the installation Commander to provide regular updates and assist the Commander with meeting SAPR Program requirements.
Assist Installation and Fleet Commanders in their Area of Responsibility (AOR), as assigned, in executing the goals of the SAPR Program, and may be required to provide SARC duties and responsibilities in a deployed environment.
Assist with preparations for visits from inspecting authorities.
Responsible for creating and maintaining a competent, certified staff of full-time and volunteer SAPR Victim Advocates (VA) and ensures 24/7 availability of SAPR VA services.
Supervises all SAPR VAs in the performance of their duties providing services to victims of sexual assault and appraises performance of the SAPR VAs with regards to the quality and continuity of the care.
Maintains oversight of all aspects of victim advocacy services provided by SAPR VAs and tracks, at a minimum, what subordinate units require SAPR VAs, a roster of those SAPR VAs and, status of their training, and rotation dates.
Ensures victim advocacy services include: the capacity to respond by telephone and in person 24 hours a day, providing support and assistance to victims of sexual assault, including response within 60 minutes of the referral, either telephonically or in person and procedures for contacting SAPR VAs, as well as specific protocols that govern the duties and responsibilities of the SAPR VA.
Co-chairs the sexual assault Case Management Group (CMG) and coordinates with other on-base victim support resources, such as chaplains and medical treatment facilities (MTF), to meet victim needs.
Identifies program needs, challenges and presents recommendations and assistance to influence policy compliance issues. Stays abreast of DoD, Department of the Navy (DON), and CNIC policies and interprets/articulates their meaning, priorities and intent.
Ensures all policies are implemented and that CNIC SAPR program standards are successfully achieved and articulated to installations within the EURAFCENT region.
Provides support to other SAPR programs/initiatives within EURAFCENT region regarding training and/or case consultation when requested.

- This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret security clearance. An Access National Agency Check Investigation (ANACI) is required .
- Must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check and Inquiry (CNACI) background check is required.
- Must be able to obtain and maintain certification through the D-SAACP (DOD Sexual Assault Advocate Certification Program).
- In accordance with AFRICOM Force Health Protection Requirements and Medical Guidance for Entry into the U.S Africa Command Theater, ACI 4200.09, incumbent is required to pass a pre-placement medical / dental examination and receive immunizations.
- Frequent travel up to 50% may be required.
- Must have or be able to obtain and maintain a current state driver?s license.
Qualifications

Experience working with victims of sexual assault or working in victim advocacy and victim advocacy services required and experience working with the Navy SAPR Program.
Knowledge of the dynamics of sexual assault and local community resources for sexual assault victims.
Knowledge of the military, Department of Defense (DoD), and Sexual Assault Prevention and Response (SAPR) Program, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred.
Ability and skillset to provide effective trainings and briefings.
Knowledge and skill in developing program management plans and adhering to them.
Ability to assess program effectiveness.
Ability to maintain accurate statistical framework for program data collection and reports.
Ability to understand, be sensitive to, and have empathy for victims.
Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.
Strong analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense.
Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
Ability to communicate in writing to develop and prepare case management memos, correspondence, and reports; to develop lesson plans for briefing and classroom presentations.
Ability to effectively communicate both orally and in writing with all levels of management, staff, and military personnel and their families.
Knowledge of Microsoft Office Suite and ability to use office software applications to prepare management reports and use software to develop information; able to enter data in required management reports.
Education
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
